REPORT ON ORDINANCE NO.12 OF 1898.

I have examined the accompanying Ordinance, en-

*Kellet Island Ordinance,1898,"

and I am of opinion that the Ordinance is one which is not

contrary to the Governor's Instructions.

In view of the quantity of explosives stored at Kellet Island, it bas, in the interests of the public safety, been deemed desirable to provide against unauthorized trespass- ing on the Island and against the anchoring or loitering of native or other craft in its immediate vicinity.
